I'm trying to figure out what noteskins are available on each arcade mix by looking through guides, videos, etc. However, I haven't been able to find much information. Looking for the equivalent CS release doesn't always help, because I'm pretty sure that, for example, MAX1 PS2 has Note whereas MAX1 AC does not.
(By noteskins, I'm referring exclusively to Vivid, Flat, Solo/Rainbow, and Note.)
Here's what I think I have so far:
1stMIX and 2ndMIX: Only Flat.
3rdMIX, 4thMIX, 5thMIX: Vivid and Flat. (Was Flat only selectable through a code?)
MAX1-Extreme: Vivid, Flat, and Solo/Rainbow. If I recall correctly, if one player picked Solo, the other player was also forced to pick Solo.
SN1 and on: All four noteskins are freely selectable.
Any arcade mixes that I have not listed, such as the Solo series, I have no idea as to what noteskins were selectable.
If anyone could verify or improve this list, it would be very much appreciated.

Solo/Rainbow are the same thing, just different names. Same goes for Vivid/Note. Both names changed in the arcade with the release of SuperNOVA.
- Yes, prior to 6thMIX, arrow skins are only accessible through a stage code. The same code that toggls Little (4th notes only).
- In 3rdMIX, 2ndMIX mode and normal mode defaults to Vivid and SSR defaults to Flat.
- Yes, one player picking Solo gives the other player Solo (all or nothing) until SuperNOVA.
- SuperNOVA introduced Note (totally static colors).
Edit: Fixed, thank you Ashura. Was going off a Japanese site and misread. I honestly lost track of this stuff after EXTREME.

Vivid and Note are not the same thing.
Forced Solo/Rainbow was removed in SuperNOVA AC.
