edit : The "kute" at the end just gives the possession of the term to something intangiable, I think in celebration of itself? "kute" and "ku" are interchangable, so it's really just means "Effeminate" or "It's effeminate", although it doesn't specify what.

The adjective itself is "memeshii" (女々しい) which means effeminate. Memeshikute (女々しくて) is the te-form of the adjective, but the meaning depends on context. I'm guessing it functions like as if there is a sentence or thought to complete, as the lyrics of the song elaborate on that idea.
