I think that the generated pack for a category should be named after the category, and contain a folder that contains all the songs. That way, when someone downloads the pack, they don't have to create a new folder to unzip it in. This is the packaging method I've seen everything else use, so it seems best to follow the convention.

I don't know. That's not really something I've seen everyone to do that. Lots of archives still do that by putting files in the archive and not putting this in a folder. I've already got used to choose "Extract to /ArchiveName" instead of just "Extract here"
I wouldn't mind this if this gets done like that, but I don't find it that necessary.

It's not just something I see simfile makers do, it's something I see everybody that distributes something in compressed archives do. If I unpack an archive named "foo.zip" I expect it to create a folder named "foo" and put everything in there, not require me to make a folder for it to unpack to. Why? Because that's what everybody except this site does.

I didn't just say the Simfile Makers itself. I haven't even seen this pretty much anywhere that's been done like that. If I want to do that, I just use "Extract to /foo" and 7Zip automatically does a folder for me.
That's why I don't find it necessary and as I'm used to using this feature, I sometimes end up with C:/foo/foo instead if this happens to be the case like you explained.
