To be honest, I don't care since it's the preference of the stepcharter. I can't chart for crap, so I appreciate any step chart made by someone. Although I do enjoy
charts since I can play them on a nearby ITG cabinet (my range is 7-easy 8s old scale DDR, so i'm not quite proficient in
charts.)

If someone writes a Challenge-only simfile they can get away with it because Konami has done the exact same thing. That was originally the intent of Challenge as a difficulty. But if there's both a Challenge and Expert or just an Expert chart the simfile looks unfinished. A way to make it look better while only writing one or two charts is to employ Edit Data.
However, once StepMania can support a PIU Fiesta-like setup where it only displays the charts available and allows for there to be multiple charts in the same rank (such as being able to have two Beginner, a Difficult and three Expert charts on the same file without tagging anything as an Edit or the theme displaying holes where missing charts should be) the sooner I can accept a file only have certain charts.
tl,dr; It feels lazy and looks bad against fully-fledged files.

I think I illustrated it best when I submitted some sims in a contest here with garbage light charts. It was literally a few steps at the start and finish to raise the groove radar. No one noticed.

It takes no effort to write decent Beginner and Basic charts.

I'd say the only case where I would care is when I'd expect somebody to be playing the lower difficulties frequently.
If I ever release a simpack with the intent of hacking it onto an ITG machine, or as a pack for the recreational StepMania-on-pad player, I'll fill out every difficulty (SP

It doesn't bother me as long as the chart is steppable. I came into the Stepmania/ITG scene really late, so my first experience with custom simfiles was the Puritanical Penis Pack. Not the most pad-friendly packs. lol

I actually refuse to post any of my sims without a full set of difficulties. I actually have two or three that are pretty much ready except for that little detail.

I've actually contemplated just created 4 charts, rating them and setting Light as the easiest one and so on, with no regard of "this is too hard for a light/standard" song.

There has never been any definition as to what's too easy or two hard for a certain difficulty level in DDR as a whole. Only in relation to the other charts for the same file. So I believe that's a good way to approach it.

I'm OK with keeping Beginner steps out of any given sim, but honestly, I'm a sucker for completion. I like seeing Light, Standard and Heavy charts in a sim, and Challenge as a bonus. Like people have said, there's really no effort involved in making a Light or Standard chart (well... Standard, maybe), but for completion's sake I have a problem with leaving them out. There are even some charts that I deem WAY too easy to make Heavy that I'm pretty proud of and bump down to Standard, and there are others in DDR that I like playing Standard for, even if I can pass tougher charts on pad like VD. What I'm trying to say, though, is that I'm a meticulous prick and it's all a matter of taste, though sometimes having Standard charts can benefit a sim and having Light charts is HONESTLY no skin off the creator's back.

With the exception of Hekiou -SAKURA unreal- and maybe another song I'm stepping by the same artist (due to their length), I always chart at least

because I don't want any novices to get annoyed at finding a simfile for a song they want but being unable to play it because it's too hard, as I know how that feels and still experience it now (though mostly with some keyboard files).
