Wow that was a fast ban... was gonna say this would be more appropriate in Simfile Discussion.
Oh whatever, I'll assume you'll still read this. In hindsight you shouldn't use more than two smileys in a post, and it's a bad idea to insult hellrazor considering all he's done for sites like these.
At a minimum, a simfile requires two files, the song and the steps. Most typically you'll have a .mp3 song and .sm steps. I can only hope you can find mp3s on the internet, so I'll just cover the steps.
A simple way to make your .sm file is to copy an existing one, delete the steps and change the information to yours. Use a program like XStep to get a rough BPM. (Note that XStep requires Winamp.) You can (and should) fine-tune the BPM once you've opened your simfile in Stepmania. Moving on...
To open your simfile in Stepmania, you'll need to put it in the right place. Here's the path and some examples:
Songs\Mix Name\Simfile Name
Songs\Dance Dance Revolution X2\Sky is the Limit
Songs\Dancing WipEout ParadisE\tsunashimaEVOLVED (ver.B)
...So when you get your .sm and .mp3, you'll need to put them in a folder of the same name (i.e. "Sky is the Limit"), put that folder inside a mix folder to hold songs from the same "game" (i.e. DDR X2), then put the DDR X2 folder in Stepmania\Songs. So again it's Songs, Mix folder, Song folder, mp3 and sm file. If you get it right then Stepmania will load without issue, and you can start actually working on the steps.
Also take the time to make sure your BPM is correct. If you make an easy sync chart (i.e. all left arrows) and AutoSync keeps having to adjust (and is then off when you replay from the beginning), then you need to fix your BPM. Use F1 to check your keyboard shortcuts so you can adjust sync and bpm.
