Ok I was looking around for the INIs in SM 3.9. and happened to find this..
This was found in the SM 3.9 Data folder.
Now what I want to know is this what I think this is and will it allow me to do what I wanted to do?

yes, you can place your stepmania songs in another directory (or even another partition) so you don't need to copy the whole songlist into each stepmania installations (that's what i do, i have SM4 cvs, alpha 5, sm-ssc, and openitg)

Ok guess like this isn't what I'm seeking, cause here I thought that I would be able to put the simfiles in a subfolder in order to organize the song wheel even more.

AdditionalFolders is where it looks for everything else that's normally put in the StepMania directory. Announcers, Noteskins, Themes, Background animations/videos, etc.

As an example, the first practical and well known use for the AdditionalFolders line was when ITGPC was hacked.
You extract the content (themes, songs, noteskins and BG videos) from the PAK files, put it in a folder somewhere, and then point the AdditionalFolders line to that folder.

For the sake of example:
AdditionalFolders=C:\Program Files\StepMania
- or -
AdditionalSongFolders=C:\Program Files\In The Groove 2\Songs
AdditionalFolders=C:\Program Files\StepMania

As the previous comments said, these options allow the player to place StepMania songs in another folder
Not just 3.9 version, but any version of StepMania can do this too.
NOTE :
StepMania 4.0 version (and newer, included ssc) must be configured in...
C:\Documents and Settings\(Username)\Application Data\(Stepmania or sm-ssc)\Save\Preferences.ini
