To me, I find phpBB to be too bloated.
Why not try FluxBB?

I've used phpBB3 a lot in the past, although I personally like MyBB as well.
First off, are you using a host that sets up the forum for you or are you using a host that gives you complete access to the files?
You'll want to change the logo so it doesn't show the phpBB3 logo.
Installing mods are optional but add spice.
These include things like a Chatbox or maybe some little addons like a new theme or maybe extra profile fields.
All of these things are nice, but aren't required unless your userbase demands it.

I have reCAPTCHA on the site, but for some odd reason, about 80% of the accounts are spambots even with reCAPTCHA by Google. My version is outdated because I haven't touched the forums aside from removing posts and banning the bots. Does having an older version attract more bots?

Older versions are more prone to bots as the security features aren't as strong as the ones in the recent versions.
If phpBB3 doesn't work out, try MyBB or something like that.
