I've looked through the song list for DDR X and X2 for both US and Japanese releases and can't see the X-specials. Surely that can't be right?!

The X-Specials like CANDY*, MAX 300, The Legend of MAX and the other ones you know were for DDR X AC only, as the CS version debuted before the X-Specials were introduced. X2 has no X-Specials at all. So yeah, none of the X-Specials debuted in any CS version.

That's crazy! Why have they kept them as arcade only? Every other arcade special song has come out on the Japanese CS version (or the subsequent US version). Any ideas when these will become available and why they have decided to hold them back?

Seeing as they are called "X" specials, I don't think konami will revive them for any future AC or CS versions(Unless they rename them X2-Specials, which is highly unlikely), besides, If you havent seen the X-Special charts, believe me, most of them, at least in my opinion, were crap, specially The Legend of MAX, MAX 300 and MAXX Unlimited, just a mess *facepalm* and I don't see what good you see in them because they screwed them up. I wouldn't bother reviving them in any future iterations.

Well, I'm just a total DDR nut
but am not good enough to play them on the arcade
. So, I was totally disappointed to find out that they weren't hiding on any CS release. Aww shucks!

Aww, i used to be a DDR nut too, but I'm more into beatmania IIDX now. Also If you have stepmania, you should download the X-Special official simfiles from the DDR X AC section in Simfiles here.

They could show up eventually, who knows, Konami ported the GR specials to SN2 and to X2 USA.

They might show up as part of the planned DLC for the new console versions. These days anything can happen with the way they handle console versions.

If you have Extreme JP you can pretty much edit the Special steps into the game in EDIT mode.
