I may plan to use animated banners in my next simfile pack. The two concerns - the animated banner I made was .avi under DivX codec, and the file is about 1.4 Megabytes. Will this be added in the database?

You could just do both an animated and normal banner, upload the normal banner as the banner and the animated banner as the video.

True, but if I had a BGA such as the EVO66 below, would I have to use a Custom ZIP for a situation like this?

There's hardly anyone who does animated banners.
Doing a lot of work on the site just for 2-5 simfile users would be kind of a waste.
It's a good idea don't get me wrong, It's just I Don't think there's enough interest for it.
