I'm going to take a guess the stage is part of the character model. First I've seen this before.

Doesn't have good animation, but haha I like that custom background he's using on the songwheel.

Likely done with lots of BG graphics and messing with BGAnimations. By that video you must be able to edit individual song BGs the same way as you would edit theme metrics.

Yes, it is possible to put lots of bg changes in a simfile, but I don't really think that was done here. For someone that knows how to create the character models, it would probably be trivial to make a low-poly version of the stage and add that to the character model.
Also, X CS does not do the upskirt view. If anyone had any doubts about the source of the background dancer, that should make it clear it wasn't recorded from X CS and played as a video.

That characters was done by hoxxing max, but aren't available in this moment. I've dowloaded them some time ago. If i could find it i would share

The bg is good, but it doesn't suit the ddr x theme.
The combination is terrible.
Maybe if the color of yellow and other colors in that range would change, then it would be ok.
