i noticed that some simfiles display difficulties that do not match up with the list at http://zenius-i-vanisher.com/ddrgamedb.php?gameid=ALL&sort=songname&order=ASC
for example, compare the 6th mix songs. aside from the very blatant ones (e.g. flash in the night), there are also some songs (e.g. bye bye baby balloon) where it is less apparent that the difficulty ratings do not agree.
is this intentional? if not, which one is the "official" difficulty rating?

Officially, they never did have a rating, but those are probably the "predicted" ratings; I should make them all blanks.

sorry to kinda revive this, but bye bye baby balloon is officially an 8 as of ultramix 3. its just cosmetic, but that is something that could be fixed.
also, flash in the night was an 8 in the DDRMax2 arcade beta testing, but so deep was also a 10 at that time, so take that how you will. i'll dig for the screen shots if anyone wants to see them.
