https://id.konami.net/
This is the site where people can register a "Konami ID"
Started from around a month ago , seems this site blocked ip other than Japan ip
Without a "Konami ID" , we cannot enjoy the services at the following site :
https://www.ea-pass.konami.jp/
The most important service is transfering data from a ea-pass to a new ea-pass
(which protect us from losing the pass)
Konami ........

the red passes will work as usual
the stated problem is we must not lose our passes
the online self-service data transferring procedure had been limited to Japan players
p.s. https://www.ea-pass.konami.jp/ still accept overseas ip at the moment
so overseas players that own a Konami ID before can still enjoy the data transferring procedure

wait... so I can get a 2nd ea-pass?
My 1st one is really scratched and beaten up, that would be nice. How do I do that, or is it only for Japan?

today , Konami have release the ip blocking of https://id.konami.net/
you can select US as your country , then the interface becomes English
give it a try after you have bought a 2nd ea-pass ( or u may now try register your existing ea-pass under your Konami ID )

id.konami.net has been open to the UK too for a while for the MGS4 stuff.
I got a KONAMI ID (a UK one) but when I try to log in on the ea-pass site, it says KONAMI ID or password is wrong, so I don't think it works just yet.

I do have a KONAMI ID already, from when I played the metal gear beta.
I will have to give it a try.
EDIT: how do i go along trying to get a new pass?
