I'm using Stepmania 5.0.12. Where is the scoring type option? I can't find it.

Under Display options then Appearance options there's an option for "Percentage Scoring". Turn that on and you'll have percent scoring (ITG). Newer DDR scoring depends on if the theme has it. Some themes don't have it.
