The purpose of a forum is to discuss topics that specific forum relates to, not to advertise some other forum with completely different topics. (kinda defeats the purpose, eh?)
I can assure you al2k4 is just gonna say no, because if he wanted to advertise, he would (gladly, with the extra income) add advertisements to the sides and top of the page.

Even if it's of the same topic, advertising in its purest form should be avoided, because people come to well-known forums to see what people there have to say about DDR and such.
It should be fine to put a link to your forum in your signature, as long as some huge graphic isn't involved.
