Hello, I was wondering is it possible to get Paseli with BitCash outside of Japan? I'm already familiar with how the process works: You have to get a valid sequence of 16 Hiragana letters.
But what about residents outside of Japan? Even if there was a BitCash kiosk nearby, could it still be possible to get Paseli with the newly charged BitCash?

You can buy prepaid BitCash cards online. I can vouch for OffGamers since I have used it to buy PSN cards before, but there are other places like SEA Gamer Mall and japan-codes.com.
