I've been playing StepMania for a fairly long while, and tried DDR (On arcade) about two months ago. However, I'm not sure if there is an option to access the Mod Menu; I have loads of trouble playing on the default speed. =.=
At least concerning the arcades in Europe, as that is my location.

Hold the button after you pick your song, don't just double-tap it.

Make sure to hold it for the entire time until the mod menu pulls up. Countless of times I've let go of the button one millisecond before it popped up and I couldn't configure my mods even though I held the button. If this does happen anyway, you can use the face buttons on the machine to configure your speed before the song starts anyway if you have second thoughts.
