So, in my step chart rating book, -50 for lazy copy/paste, -49 for not even making an attempt to adapt the steps to the new song, for an overall score of 1/100. If you want to play those steps where they were supposed to go, just play the original.

At least, that's what I've been told by several people here.
Oh, and it's probably a case similar to the new Dynamite Rave. They have the song done, but not the steps, so they just tossed it in with the wrong steps and they'll fix it later.

So before I buy this I have a few questions. I don't yet have the original DDRS as I just got my Touch today, do I need to get it for this to work? Is it it's own game or just an expansion? Thanks.

From what I see, there are not much differences beside the banners for some of the Japanese songs are in Japanese text.... I think they have both English and Japanese banners stored in the DLC files since when you changed your iPhone/iPod system language setting, the banner (so as the game) will shows in the language according to the system preference.

Based on that video, I'd guess that between the step teams for X and HP2, HP2's won out.

This. Notice how it follows a pattern, the freezes work out like some thought was put into them, and there aren't random steps to nothing. These are things we didn't see in HP2 charts.

There are several broken patterns, and some pretty stupid freeze abuse. It looks a lot like a chart made by someone on the HP2 team, just without any "these were supposed to be Wiimote-shake" notes. They removed the Wiimote from the dance pad mode for HP3, didn't they?
Either way, it's a disgusting chart.

The freeze arrow abuse is noting like you see on HP2. The HP2 charts had freeze arrows that went to absolutely nothing, they would just be randomly placed, often in the middle of 8th streams. This song's freeze arrows clearly go to the vocals, and never really cause any awkwardness. Take the section just before the chorus where there are freeze arrows coupled with 16th notes that go to the vocals. JUST BELIEVE has a part just like that in the middle, and the way they place the steps make it a double-stepping nightmare. This song, however, utilizes it perfectly without the need for double-stepping.
I assume by "broken patterns" you mean the 4th-8th...8th-4th patterns during the verse. Those are actually really fun spins, a great place to do some freestyling for sure. And they definitely look deliberate. I can't really think of any HP2 chart that looked like it intentionally used spins, or really did spins that actually worked.
I concede to you that the chart is too easy for the song, but then again, it is supposed to have an oni according to the PS3 trailer.\

HP2 had very technical spins in a LOT of it's charts. Big example would be Closer To Your Heart, which in all actuality was NOTHING but really tricky spins and side turn crossover streams 90% of the time. Other examples would be Umbrella, Feel Together, and Scramble. That game REALLY wanted you to turn away from the screen a lot, and that's fine for someone who can do spins like that on a regular, but it sucks if you become worthless at DDR the moment your back turns.
Another thing, is that the majority of HP2 required the hand markers to be on in order for the charts to make any sort of sense. There were a couple of exceptions IMO, that being Into Your Heart and Kyoka Suigetsu Row among the few. (this is why I was able to call Into Your Heart making it into X aside from being in that trailer, the foot chart was too good) There were also some stinkers irregardless of how you played them as well, looking at you Somehow You Found Me and I Want Your Love. Aside from those and a couple other exceptions that I haven't mentioned, the charts worked a lot better IMO then they're given credit for. That is, when played the way they were obviously meant to be played.

I've played with hands and still had a lot of trouble with double-stepping and stuff, even when spinning. I think most of it was caused by the step chart artists not really paying attention to the actual patterns of the steps.
There are a few exceptions, like you said, I thought INTO YOUR HEART is a good chart.
