Open up your stepmania folder and search for the following item:
Stepmania → Themes → default → metrics
From there do a search for "Unlock1Song=POP 4" It will take you to the spot of where you would put the songs to unlock.
I'm not entirely sure how to work it, and I'm not even sure if it's the metrics file that handles that, but it's better than no information.
Edits: oops, this sm ssc. I'm not sure if it's the same approach with sm ssc.

Make sure you're pointing to the exact folder name for the song. if there is more than one song with that folder's name using a directory to ensure it's looking at the right one "Dance Dance Revolution 1st\BUTTERFLY" instead of just "BUTTERFLY".
Double check the folder name too, the command is not case-sensitive but if the folder is called "321 STARS" typing "321STARS" will find nothing and it will be ignored.
The arcade points system was from 7thMIX, I don't know how the points are tallied nor if the code is even still a part of StepMania.
Try conditional unlocks like Passing MAX 300 on Expert to unlock CANDY in the songwheel and see if it works then.

I don't have doubles of songs, and 321STARS is the name of the folder.
I had no problems locking the songs. But like you said, I have no idea if there's a point system in place at the moment.
I was just curious and wanted to give it a try, and pretty much figured it out. Thanks for going a little more in-depth though.
