I recommend handbrake: https://handbrake.fr/
It comes with a lot of good presets, you can fine-tune settings if you wish, and it is free.

Seconding handbrake
Just for clarification, sm5 does not currently support x265 (assuming that is what you are aiming to do), so use x264 codec and mp4 for sm5. If using oitg, use xvid codec with avi.

The latest build of OITG past beta2 already have x264 and mp4 support.

H265 works just fine for me on 5.1. I'm guessing they updated ffmpeg since 5.0.12.
Basically, if you want your video to work on anything, use Xvid. If you just want it to work on SM5 (what most people use now), use H264, H265, or VP8 (Google's open-source H264 equivalent, they also have VP9 as an equivalent to H265 but it doesn't work in SM5 for me).

Xvid isn't a standalone program if that's what you're thinking. Once you install it, it becomes an additional encoder setting in whatever video editing program you use. Just go over to where you normally set your encoder options in Sony Vegas and you should see Xvid as an option.
