So I'm trying to add jacket art to all of my songs on StepMania. However, when I try to add jacket art to a simfile that didn't already have it, the jacket art doesn't appear. I've named it properly, I've added a #JACKET command to the .sm file in Notepad, I've gone to the song editor, nothing works. Someone please help me, I'm going insane!

Use a program like Notepad to edit the .sm to manually add the #JACKET line and then reload songs in SM?

As far as I know, there is no support for jacket art in SM3.9 (only SM5 and above), meaning you have to have the #JACKET line in an .ssc file and not the .sm file.

I've tried putting the command in a .ssc file too and that didn't work either. Plus, all of the songs I have that came with jacket art only have .sm files, yet they're able to use jacket art anyway.

Have you tried reloading the songs afterwards? Not by restarting the game, but with the one in Options. Most of the time it's because SM loaded the cached SM/SSC files that you can't see the change you made manually within the files.
Or try deleting the .ssc files, open the chart in SM5 Editor, save, and exit the editor. When creating .ssc files, SM5 tries to find any file with "-jacket" or "-jk" in the files name.
