One of older Adobe Audition versions used to have this. Where you could set the BPM of the song and set offset for beats to count. As far as I know, the version that I do own (CS6) doesn't have this function anymore and it has been making a headache for me.
The only 'workaround' that I have found is by adding silence at the start of files to bump the beats further but it adds a lot of unnecesary steps that are PITA for me.
So anyone have suggestions of either free or paid audio software in which I can move the offset to make cutting songs easier?

Magix VEGAS 16. Newer versions aren't good anymore because they removed the delta time/beats.

Magix ACID Pro 8. Does the same thing VEGAS can do minus video editing and it's the last one that can save as .ogg.
Also found ACID's ability to drag much better/more precise than VEGAS's.

Meh, both of those are in similiar situation as AA CS3 - not purchasable, not supported by company. If anyone has any other idea feel free to shoot.

Bumping this thread as few years have passed and I still cannot find modern software that does this. Have anyone heard something about this being a feature in modern soft?

Latest versions of Audacity already have some support of BPM and measures, although in most situations you'll have to cut the silence at the beginning.

Install Audacity and Mixmeister BPM Analyzer (the older free version of course).
Generate rhythm track with set BPM that Mixmeister detected.
Add the track with one measure after the start where the song would start.
Profit!
In a few cases Mixmeister isn't always spot-on and certain artists aren't consistent with the metronome, but nothing BPM adjustments can't do in SM editors, if only they had a visual wave in it of course like Chromapper did for Beat Saber, and yes I've done stuff like that for Beat Saber mapping.

I actually learned this from PenTA_, so creds to him:
I actually import the .ogg music file into ArrowVortex which has actually a really good and accurate offset/BPM auto-detect sync function, and so i just use that (if you want more proof, check how each peak of the waveform matches up with each 4ths/8ths and guidelines should be on by default i believe so just check the 4th/8th guidelines)
then i import the original FLAC file into audacity, check time of which section you want to cut using the synced file in ArrowVortex & input that time into Audacity and stuff

Mine is Magix Vegas for audio editing, and ArrowVortex for guessing the song's bpm. The latter has a built-in bpm analyzer and visual wave filter too.
