Spam Email Question

I use Gmail, and I often get Spam messages. I was looking on this website once and found out I can forward the Spam I get to this government address. However, Spam senders know if their messages are opened, so they know it's a valid email address; therefore, they send more Spam. Do you know how I could forward my Spam to the government address without opening the message?

(By the way, sorry I haven't been posting for such a long time; I've been EXTREMELY busy with other stuff).
