I am new to charting (and to this site) and wanted to know about the rules in reguards to simfiles created by others...
Was searching in the forums and reddit but haven't found anything about this topic.
Basically I found some custom songs on here that I was looking forwoard to play but some only have Expert and Challenge difficulties. Don't get me wrong I understand that some people love a good challenge and what not but it does kinda suck if you're a casual player.
With that said, is it okay to only add easier difficulties to simfiles people already created and keep the harder difficulties, or is something like that frowned appon and you have to make all(if not most) the difficulties yourself?

99% of the time its frowned upon unless getting specific permission to do that with the original owner of the simfile.

If youre asking if it’s okay to edit other people’s files for your own personal use, sure. Who cares. But if you mean posting it online with your edits I think you should ask the person who made it first before doing that. Worst they can say is no.

and also it's not like any one person has any exclusivity rights to any particular song so there's nothing stopping you from making your own file for whatever song anyway. i get it though, it's that much easier to take an existing file and just edit that with your own charts because it's more convenient with the BPMs and sync already set. that bit is the most difficult part, the rest of it is basically "ok what arrows/patterns do you want to put on it? ok done." ok it might be a bit more in-depth than that but you get the idea.

I did a program that does that. However, it is a website and I've not put it on a website because I've been a bit busy paying stuff and paying the contractors (real-life stuff). If you want, then send me the .sm, .sma, or the .ssc files and tell me how many steps, hold, and air you want for those songs.
How it works.
In easy words, if you have a song with the next steps
1000
0100
0010
0001
1000
0100
0010
0001
1000
0100
0010
0001
and it converts to
1000
0000
0010
0000
1000
0000
0010
0000
1000
0000
0010
0000
Then it eliminates some steps "randomly". However, I found that if the system eliminates a step randomly, the result s*cks.
So, it prioritizes eliminating the yellow steps, then the blue, and finally the red.

Also, it tries not to eliminate the first step in every row. Also, it must consider the bpm of every step, so when the bpm is faster, then it gives more priority than low bpm.
Why do I do that program?
I play marathons + nobar + free style So, any game over level 10 is a no-go for me.
