This is probably a loooong shot but is there any way to make dancing characters actually dance on beat instead of several beats slower than the actual song?

Are you referring to the 3D models or the videos of the characters?

In beat, if use 3D models, count as overlays.
All beat modes (included IIDX) use generic videos and some songs have overlays.

I think they're not referring to beat mode in this instance, I think they're referring to the dancers in the background and they want them to dance "on beat" in time with the music.
