All I know is that DDR S was taken off the App/Play store a long time ago. I don't think you'll be able to download it via legal means, or at least any method I can help you with.

um why would you need DDR S, liek are you planning on plugging a USB pad into your phone?
Touchscreen "DDR" is bad and pointless, and there are a metric fudgeton of other mobile rhythm games that actually have decent control layouts (Cytus, VOEZ, Groove Coaster, Rerave, Deemo, NeonFM, Dynamix, ToneSphere, Love Live! School idol festival if ur a weeb =3, TapTapRevenge if thats still even a thing, and even Dittobeat is somewhat better, and a lot that I haven't played yet)

I remember being able to play the Android version on one of my Verizon phones- I think it was my rooted Samsung Galaxy S3 running CyanogenMod. If you allowed for third party .apks are installed... all I can say is to try finding another .apk elsewhere.
As for alternatives, you can use Beats or BeatX, and install songs from online.

EDIT: never mind, guess I can't read
What phone are you using? I know some phones will allow you to install 3rd party APK's without root access but others are more picky.
