It's the EU's issue (GDPR). Until the eAmuse servers live within Europe, it won't be available.

Yeah, if the service has a customer in the EU, they need to adhere to the GDPR. It doesn't matter where you put the servers.

There's some data collection when a card is first used on a machine, before an eAmuse account is registered for the card (if one is, this is optional). Whatever would need to be done for compliance would have to be implemented to the game itself. You set your name and region, and the game does know which machines you've played on. All of that would likely fall under GDPR (though I'm not a lawyer).
There's also the point that when the GDPR first came into effect, a lot of websites just simply started blocking EU IP addresses instead of making sure they were compliant.

I'd assume that any public Ace cab has been updated to A20, and any private Ace cab is just running on event mode anyways.

I used to think the same, but then I've seen public cabs of other games staying in an older version for some reason or another (i.e. Taito Station at Shibuya had a HEAVENLY HAVEN cab even after more than a month of the release of VIVID WAVE).
