It's an option indeed. On this location test is on by default, but it can be toggled off.

I've never actually played pop'n, but to me pop'n seems like a game where you'd only smack the buttons and not hold them. Hold notes in pop'n seems weird, but that's just my opinion.

Hasn't Pop'n been doing awful in Japan as of late? There's a chance they might be adding holds so they can spice things up and try to add a spin on an old classic.

Not awful, just "okay". Not doing as well as the other BEMANI games, but not doing really bad.
And, yeah, I agree. That's probably why they're adding hold notes. I hope this addition helps to make the game a little bit more popular!
