I saw this in a post that was made a couple months ago in the Official Banners Request Forums. The suggestion was to make custom banners for all of the songs that only have BG cuts. I personally like this idea because the BG cuts stink and it would be nice to have something worth looking at.
The list of songs without proper banners is as follows (if I'm missing any songs please let me know):

I'm willing to help out.
On a side-note since this is pretty much similar; I had this sort of idea for the Universe/Universe 2 banners as well. Though, let's save that for another time 'n place if anyone's interested and get this done first.

Try to make it accurate. It's like the reverse of what we do for the SuperNOVA, SuperNOVA2 ,and X BGs. Let's try to make them as close as possible.

If anybody has suggestions, please post. In my opinion, Odoru Ponpokolin looks a bit lazy.

I know, but technically, it isn't supposed to be. They are all just supposed to be something nicer to look at than the bg cuts. & thanks for the banner praise. If only I had the official B4U font!

I think B4U's font is the same as the one used on the hyper eurobeat bg, but i'm not sure. Try asking in the bemani fonts thread.
I could've sworn that the 5th mix songs on my stepmania all have banners except for dynamite rave (long version). But i'll take a look again.
