I'm going to perform a wipe and reload of my machine and move to windows 10. Is it feasible to copy all the folders and then paste them in the new directory after re-installing Stepmania after my system is wiped clean?

I know that there's two folders.
One is under Program File x86. You know it.
You probably also know the "hidden" one to change the timing window. c:\Users\Username\Appdata\Roaming\Stepmania5
If I'm not mistaken, you can copy and paste those two folders and you'd be fine.

A standard installation of SM stores its save data in a folder accessible by typing %APPDATA% into your address bar in File Explorer.
The fastest, and easiest way to transfer it is to copy it somewhere, and paste it all over again in the same location on the new computer. It's that easy.

Or alternatively you can put a text file called: Portable.ini and your saves and all content from AppData will copy into/work from the SM5 folder on next launch. Saves having to deal with %appdata% HOWEVER, then those saves won't work across multiple installs of SM5 on your PC. But for most people, they only have one install anyway.
I use this to move my SM5 install between my PC's without the need to install the game again and again.

If it were me, I would use a USB flashdrive or upload it on a storage site like mediafire or mega.
If you do choose to upload it on one of those sites, I'd log on them on a weekly basis so they wouldn't vanish.
