The Least 100sec: Although the BPM meter says it's highest number is 263, once again it actually changes a little bit, with 252 as lowest, and 264 as highest. And this go all the way until the slowdown to 199.

Roy's right, for any songs which are 70s-80s ones (like Little Bitch, Let's Dance, A Fifth Of Beethoven), any speed changes are inevitable, as they don't record to a click track. As for the one in Electro Tuned, that's there because that measure's either an 8th or 16th longer than usual. The speed drops down to 111 there, otherwise the rest of the chart'd have BNS or YNS (exactly what happened to Konoko and murmur twins).
Anyway, for some new ones:
Your Rain is incorrectly labelled as 84 BPM. It's actually 94.
Whip It is labelled as 131-198 BPM, although it hovers around 156-159 (I have it as 157 in my SM).
Ecstasy actually goes faster over time. It reaches 145 after the first freeze, then at about 150 in the ending.
Also, quite a few songs (especially in the Ultramixes) are labelled with BPMs either one higher or lower than usual. Diamond Jealousy's labelled as 189, though it's 190. Moment 40's 132 instead of 133. Giudecca's 0-155 instead of 0-154 (though really, it should be 154-155).

In DDR UNIVERSE, Power 4 (subTranced mix) reads as 0-226 BPM when it's actually 225.

That reminds my of a simfile for B.Y.O.B. by System of a Down (I'm not going to say who made it, but they aren't members here) in which the BPM reads 154-212, but there are MANY changes in it, including one that's not in the displayed range . Right because it was accidentally switched with iFUTURELIST's which reads 170.

MAX 300 (Super-Max-Me-Mix) has a display BPM error. It reads as the max BPM being 300 instead of 320.

Innocence of Silence says 142, but has a slow down in the middle.

I actually tried to place a 33 section in it; if you place it at the beginning where she first says "doesn't really matter" it actually works perfectly and syncs really well. I'm kinda disappointed they didn't actually do that.

It's changed in SN2. Not checked SN.
Also, Innocence of Silence's slowdon is bloody excellent (although it's labelled 71-142 in SNCS - probably means it is in AC, then). It drops to half of 142, then goes up in fractions (88.75, 106.5), of 142, so it's still on beat, even thoguh the speed's changing.
Also, Insertion (Machine Gun Kelly Mix) is labelled as 139. However, the majority of the song's at 139.5, so it should be 140. Also, there's a slowdown at 69.73 BPM. Which, when doubled, is just less than 139.5. How on Earth did they do that and keep it on sync?

They certainly didn't in the original Ultramix, that's for sure. Though the steps did not change, KOJ did salvage the sync when they grabbed it, though I'm still not convinced it's perfect.

It fluctuates from about 185 to about 193 throughout the song, but slows to about 170 at the end.On a (slight) side note, what do people here use to measure BPM in songs? I'm currently using MixMeister, but I want a second opinion, especially since I believe some songs that I want to use for simfiles in the future MAY have subtle speed changes.

I use FL Studio. It can calculate BPMs to a 1/1000th, and it's easy to tweak it a little, and it's easy to find an irregular BPM change. After that, I use SM, if there are speed changes. Though I tend to avoid songs with tempo changes altogether.
