Yes, but one needs proper knowledge of Milkshape 3D to do so.

Good idea as long as the people making StepMania agree with creating a feature unlike anything they have already created. But if they want to focus on everything else, character creation will just have to be it's own program.

I would advise against asking for money to make something for Stepmania unless you are actually a Stepmania developer. Unless you enjoy getting C&Ds.

If it runs independently of Stepmania it could be okay, but if it was only made TO BE USED IN Stepmania then you wouldn't exactly get away with it.
Sadly I don't think anyone would want to make a program like that for free so it's going to be very difficult.
It's really annoying MilkShape is all that really works. If you could use something like Maya it'd be a lot nicer.

StepMania is MIT. It's none of their business what's done with the engine and selling a character creator for it is perfectly legal.
It's also legal to sell themes and noteskins and whatever else you come up with. How else do you think Pump It Up Infinity, Pulsen, Step It Up exist?
And you can burn it to a disc (without the three songs that come with the game) and sell it, but that's immoral.
