Okay, I'll bite.
The engine has only ever supported five difficulties (I'm not counting Edits since those aren't inherently tied to a difficulty). Adding a sixth difficulty would require an overhaul of OutFox (and by extension StepMania) itself.
Either that, or just rename the Edit difficulty to Master.

We don't talk about Double-Beginner. Unfortunately you won't see D- in any DDR (or even ITG)-centric songpacks. That's derived from a design standpoint dating all the way back to DDR Extreme, which standardized Beginner charts for singles, but not doubles.
Despite UltraMix(2+) and Universe having them, they were never adopted by the core Arcade versions, and thus major songpacks which emulate the design philosophy of AC don't even bother with D-.
