At the moment it's not even known whether or not this is a rhythm game, but it's kinda safe to assume so since the title sounds like "ongaku" which means "music" in Japanese...

The full Japanese title means "Sound Strike". I'd be surprised if it wasn't a rhythm game.
They're having an announcement live stream on December 13, and a location test starting December 15 in Akihabara.

That, uh, that sure is a cabinet design. I'll have to see how it looks out of silhouette but I'm guessing it's buttons on the sides with the lever(s) on the top?

So here's how it works; there's three buttons (but duplicated on each side), two on the bezel of the cabinet, and a sort of horizontal lever stick to control your characters (there is a separate machine next to them that dispenses character cards because of course there is. Hello, microtransactions!). You have to hit the notes and dodge things.

It feels like Audiosurf mixed with Sound Voltex, but maybe a little too much of a mashup?

There's gameplay video here (there was a Sega stream for this and Maimai Milk but the player in it was quite bad)

Judging from the gameplay footage, this doesn't look like it's gonna last more than a year (if it even makes out of location testing). It looks ridiculously complicated, and it reminds me of a reverse-Otoiroha where instead of "wall-riding" the lanes, you have to move your character to avoid mines, all while having to constantly switch hands to reach the 4 buttons on the left and right sides. >>

I'll wait til I see more people playing it, but it's not leaving me a good first impression.

Based on that gameplay video, there's no indication that you need to use the buttons on both sides; I imagine that they're on both sides so that left-handed and right-handed players can play equally.

Also, it looks like that along with things to avoid with your character, there are things you have to actually touch as well.

The game is not officially released here in the US by the company who makes the game, and the only reason you found it at that con is because it was imported for the con by the arcade operator at the show. Unless an arcade imports it or the company releases the game here, you probably won't see it outside conventions ever.
