Probably 10 to 25 minutes for each difficulty. I do all 5 difficulties for my songs so it takes a while. Also, adding BG videos takes up time too, like 20 minutes worth.

Same - about 15-20 minutes for each difficulty for a "first pass" then I'd play all charts repeatedly and go back and revise/improve. It usually takes me 2-3 days before I finalize one.

Jumping in the same boat in Sigrev, I'm fascinated you can complete files so quickly.

For me? It takes days to make a file, most of it is spent brainstorming things that are memorable, that have a high amount of detail to technicality. Sometimes I have the song choice sitting for months before figuring out what to do with it. Generally, the problem is more "waiting for the ideas to come" (which, fortunately, almost always happens before the deadline). Every simfile I've made so far, I've released to a contest, with maybe one or two exceptions. My ability to clutch things through at the last minute almost never fails me (with again two exceptions). Some things I distinctly remember:

(non-Shuffle submissions)

Streamers was first sent into my list of to-be simfiles in October 20-31st. I intended to submit it for Theme Blender but that got cancelled before I could finish it. From there, it wasn't until March 6th, 2017 that I finally released it to the public. The time between was spent on and off figuring out how to step it.
nightowl spent longer in the back burner. It was sent into my to-be simfiles in September 2016, and it wasn't until July 10th, 2014 (ONE MINUTE BEFORE THE DEADLINE.) and a whole new edition of Summer Contest that I released it. The draft you see above took 6 days, a lot of it having to do with checking the timing of the notes. Aside from that, the actual time spent on it is probably less than 30 hours.
Valkyrie was sent into my to-be-simfiles in June 2016, and it took two months (mostly having to do with TOI6 still leaving bad taste in my mouth) for me to release it. I think it took a month to materialize a challenge chart, and then once I found a place to use it (Gimmick Week) it took 5 days to make the other difficulties.
Seaside Heaven 3000 was first discovered in December 15(?) 2015. I sent it in for the shuffle and it was a case where I genuinely hoped I'd get my own skeleton. It ended up not getting stepped, so I wanted to do it myself starting in March 2016. I think it took 6 months for me to find a usable draft for the challenge chart, and again, once I decided to use it for Gimmick Week, I made the lower difficulties in less than a week.

(Shuffle submissions)

Seedy Try is the quickest file I made, in about 9 hours. I think I spent 3 hours on heavy, 1 hour on the other three (each?), 30 minutes on the graphics, and another hour of whitespace. I think I either got the first upload of the entire contest or missed that by a few minutes (I'm not sure). I was never able to be that fast again.
TRICKL4SH 220 was the second quickest file that I completed (I think). I spent six hours on the heavy chart as it was my first actual boss chart, and then three hours on the other three combined. This is taking into account the combo gimmicks I inserted.
Flowlight took 6 days to release. I probably spent 6 hours on the heavy chart and then another two for the rest.
Overdose also took 6 days to release, but in fact, 90% of it was completed in about 8 hours, with the only exception being the first 30% of challenge. This is once again because it took me a while to figure out what direction I wanted to go in for that chart and what ideas I could use. All in all, I think it took 12 hours worth of work.
Mewtwo took 7 days to release. 5 of those were spent figuring out how to emulate Feraligatr, another day was spent thinking it was Friday and not Saturday, and by the time I realized it was 5:00 PM on Sunday (the deadline for me was 10:00 AM Monday), that is when I went into maximum overdrive, vowing NOT to go to sleep until the steps were done. I spent 8 hours into the night on the heavy chart, about two more for standard and light, and I think I completed beginner in 30 minutes before that.

Averages (time spent actually working on the charts):

Beginner: 10 minutes
Light: 20 minutes
Standard: 40 minutes
Heavy: 6 hours
Challenge (or whatever is the hardest chart): 20 hours

This doesn't take into account graphics and time cutting the song.

To this day, there's actually STILL stuff since January 2016 I've been trying to step and still haven't got done.

Edit: More casual files seem to take about 2-3 hours to go.

I usually only make Challenge or Heavy charts, so i don't have info for Standard or anything below, but it takes about 40 - 60 minutes depending on stops, length, and intensity.

This work time is twice if you create single and double charts.

Okay, revision on my previous estimates, it takes me about 30 minutes at most to finish a chart...except I'm never satisfied and I never stop revising them - I can't tell you how long that step takes.
