I want to upload a video for some of my simfiles, but I'm having trouble getting it to fit the site restrictions. I have Premiere Pro and use it for video editing, and my default preset is in .mp4 format. When I try to export it as .avi, the file size comes out to be over 1GB, which is massive. I haven't been able to find any way to get a video in .avi and less than 60mb.

I'm open to using other (preferably free) software if you have any recommendations, because maybe Premiere just isn't the right program for that.

Use handbrake. You can set quality, as well as bitrate or file size limits. Assuming you are using sm5, use the x264 codec with a bit rate between 1200 to 1500, if for 720p videos. Use a 2pass and not turbo first pass for best results.

Short answer, yes.

Long answer, anytime you transcode anything (music, video, pictures), you will lose some degree of quality. If you want to convert mp4 to avi, just make sure that you use the same bitrate and resolution to minimize quality loss. You could also find what is called a muxer/demuxer that could combine/seperate the video and audio streams.

For muxing/demuxing mp4, you could use mp4box, but idk a good avi muxer/demuxer. If all of that is too much, just stick with my initial suggestion.
