When the songs are revealed, people are ticked for them existing or they're ticked because they exist in Japan therefore are more slots wasted by not being in localized versions. Also, again, why are we talking about this when the answer has been the same since the last five times this has happened? Seriously, it's nothing new, it's been that way since the three Exit Tunes songs in August 2016. Licensing is probably a pain and a half, and considering the US had to have ALL current licenses made at once probably made Konami decide not to spend more on licensing until DDR was shown to be received well enough... or it could be because Konami doesn't give a shit. It could be anything and we'll never know until someone at Konami just says why.
If anything, we'll see these songs next mix where they will probably license them all at once. Then you can all complain about how there are too many anime/Touhou songs again, play them once, and never touch them again while you stick to the same twenty songs you always play like you do now.

I mean, think of it from the perspective of all the new players this mix has been pulling in ever since it launched in America. Sure, it's absolutely not the same "setting-the-world-on-fire" hype as last decade, but a good deal of players old and new have like, what, four mixes of content to catch up now that A is gaining traction. So what if Japan gets a couple exclusive licenses? You still have a library of, what, almost 740 songs to experience.
Maybe I'm biased, considering I just moved to a state where this game is ten times more rabid in popularity than Ohio, and I'm catching up with the whole X to A gamut of new songs to play in the arcade. But you have to think about it from the newbies' point-of-view. New international content will come when it comes; just be thankful that at this point in time, A seems to be setting the American scene on fire again.

Honestly I am siding with KidIncognito and Mr.Music. Yes, we have barely been getting content but you know what? Why don't we just enjoy what we have? We never officially got the songs from X3 to 2014 until this release, so technically speaking we are still catching up on three mixes worth of songs here.
Think about it this way. For all the people who don't have any idea about these Japanese announcements, I'm sure they aren't complaining about a lack of content. There are still a crap load of other songs to enjoy in this mix.

As a side note, most of the newbies I see are either little kids who go straight for the pop tunes or adults who haven't touched the game since the golden age of Extreme. It's usually the latter, in which case they go straight to the Extreme folder and wonder where all the old songs went.
Honestly, good luck catering to the casual crowd who've never played a DDR game before. Most people I see play it because it was that one game with the arrows way back in their childhood.

Although I do question, I can understand the RIAA thing not allowing licenses in NA (at least, not in a timely manner for Konami), but I'm still curious as to why Mirai Prism, a Hinabita song, isn't allowed in the NA versions of the game

I'm assuming those songs being their first three songs in their first album: Mirai Prism, Kimi Ego Search, and Pomegranate? I can see that it having Sony being involved in the info. But I also think it should've included Sayonara Trip and Mahou no Tamago, since they were also in their first album, but both of those songs are in DDR as well.
Interestingly, the latter two songs haven't appeared in any of their follow-up full album, but the first three songs did.

Sony has some publishing rights over キミヱゴサーチ, キモチコネクト, ツーマンライブ, ポメグラネイト, and ミライプリズム; the other Coconatsu songs are not affected.

So uh, is this the longest time for a song to not be unlocked for normal play yet since its reveal? Pertaining to Endy and AfA, that is.
