It's very possible. But even last week I had level 3 heat and Cosy Catastrophy was still in the Extra Exclusive folder. I'm gonna check again tonight after work to verify all of this.

Cozy Catastrophe only appears in the folder on level 2 or higher. If you have Neutrino unlocked and are only on level 1, the Extra Exclusive folder won't show up because there's nothing in it.

It actually can be played in the U.S. The eamuse card has to have played SDVX and done whatever he or she needed to do to be able to play these three songs in DDR A.
Round1 has SDVX in the U.S

It was inaccessible at first on US machines, but this was fixed just before the last DDR Floor Infection event ended. I have these three songs accessible. I'm curious as to whether this removal affects the US since the licensing is different from Asia.

It appears on the licensing section in DDR's Attract Mode (along with the other two Floor Infection songs), though don't some KOs show up there too?

Pretty sure Strobe Girl's appearance on the attract mode has to do with GUMI being owned by INTERNET Co., Ltd., considering that Idola is also listed on the same screen with the same licensing details.As for why it was removed, my guess is that colate didn't renew the contract with KONAMI for the rights to the song. So Strobe Girl might be removed from pop'n music and SDVX shortly after its DDR removal.

...why wouldn't it?The US just hasn't received any licenses since it was out. Removals because of licenses would affect the US too.

To be fair, we technically have no precedent for this as the only songs removed so far (the X3 stragglers) were already gone from the US version.

Why would they try to keep ONE SONG in the game for the US only when they can't be bothered to license new content in the first place?

Not that they kept specifically one song, but theoretically, what might've happened was:
1. Konami prepares the international version of DDR A. The past versions of DDR after X2 didn't have licensing terms that included outside of Asia.
EITHER
2a. Some of the contracts were written broadly enough that would let certain licenses get in. If this was the case, then Strobe Girl would go down in the US as well as Asia.
2b. They had to renegotiate the contracts to include the US (and Europe since plans were in place for that version at the same time). Some songs couldn't be kept but the ones that made it were under new terms that would thus have different renewal dates. If this was the case, then there's a chance Strobe Girl can stay.
