For singles, I agree with everyone the BROSONI- is the best out there right now. For doubles, I vote for TAKASKE- for the same reason.

Did you see his barefoot Possession Challenge Double video? (It was rerated from 18 to 19 on DDRX3)
He's got a bunch 'o' videos on his page but many of them are nico douga videos so you will need an account to see them.

Yeah, for doubles it's definitely TAKASKE-, hands down.
Bonus points for barefoot. I rarely see people outside of my country play barefoot...

Going back to TAKASKE-, yes, I am amazed by that video [It makes me want to try it myself!] as well as this one (not sure why it has so little views):

Maybe Aaron can help with this:
Who are DISNEY and ANDAMIRO? When playing X2 in Japan I saw their names on the high score list for almost every Doubles chart I played.

DISNEY = Fujitake, a long time DDR player (since 3rd mix I think). We used to play at Muthos together back in the MAX~EXTREME days. I don't know why he changed his name.
I don't know about ANDAMIRO, though. The region has been set to 海外 for him since DDRX so it wouldn't completely surprise me if he plays in Hong Kong or something.

Nah, let's ask Derek then.
Anyone remembers Kobayan?

Kobayan was very good since back then. I remember seeing a video of him AAA'ing HVAM doubles on stealth.

Here's my list of notable DDR players:
Brosoni - This guy is just amazing! PFC on FELM and such. Definitely one of the best DDR players currently.
Rin-Go! - In my opinion, Brosoni's "rival." Plays really well, and no bars quite a bit! He no barred a few sets against Dr.D consisting of songs such as 888 , Anti-Matter , Pluto the First etc. He even AA'd VD which is a huge feat.
Dr. D - Has TONS of AAA's under his belt. From what I've seen, he's really consistent and a good MA'er.
DJ Sterf - Lol, HOW many AAA's does this guy have again??
Aaron (From AIJ) - In all honesty, I've never seen him play, but he's contribution to DDR and the community is pretty noteworthy. Also, doesn't he have a whole bunch of AAA's as well?
Yasu - Was one of the best back in the day when AAA's were a relatively rare achievement.
Kevbo/MegamanX - Started from DDR, and now he's huge in the ITG scene. Probably one of my favorite players.
iamchris4life/RuffRider235 - I'm mentioning him because he's crazy good at rhythm games, notably DDR, ITG, and Guitar Hero. Actually recently found out that iamchris4life never "quit" DDR/ITG, he goes by the name of RuffRider235 and is still awesome at ITG. Holds the record on GrooveStats on Epileptic Crisis.
Mad Matt - Although not a DDR player, definitely deserves a mention for having crazy stamina, and "made fun of' Pluto Relinquish by not doing crossovers on the death runs haha. http://www.youtube.com/watch?v=H57kg9m8pbU
Not too sure about female players but there was this girl, MSKNP, who was beating Brosoni on this one song more than halfway through, and would have beat him, if she didn't get a great in the middle. http://www.youtube.com/watch?v=XfXtwA3z_z0
I have a bunch more I would like to add, but the list would go on and on. Other mentions I would say are P.Mizha4, 5 1 3, Kobayan, and Takaske.

ANDAMIRO is a player from japan if I'm not mistaken. I met him in Japan back in 09 or 10.
Making a list of best players throughout history is a neat idea. This can be difficult though since there are so many aspects to consider. Good for the time? Best at hard songs? Best MA? Best overall? Best male/female? Best no bar? And I could list more.
Besides listing one for each of the above mentioned, I'll cheat a little and just list people who to me personally either inspired me or made some impact in some way.
For the record, I'll only post DDR players and I'm quite certain I'll miss or overlook some people.
Stateside
Kevbo/MMX- He was the one I looked up to from the beginning, it also helped that he lived just downtown a half hour a way. What made him so great was how easy he made what he did look. Definitely one of the best since he started.
DJ Stunna- Again, made things looked easy, however, this time all 1x no bar!
Blue Mystic- I didn't see a lot from him often, but when I did, oh boy, it was always something crazy like stealth AAAing 10's!
DJ Sterf- His style and attitude always stood out to me. He has a ridiculous amount of AAA's and I believe the only person to AAA everything from 1st-8th on single.
Foreign
Onio and Onir- Surprised no one mentioned them yet. All though there were some debates if they cheated or hacked, I still was awe inspired to watch someone who could AAA LOM expert back when I was barely passing it.
CXZ???- I cant believe I forgot his name. He was a player from hawaii. AAAed the game back in the day and even SDGed Legend road. (technically he's from america but not state side ;)
Asia
Yasu and Take- What can I say, Maybe they were they only ones doing what they were doing with media proof, but either way, when I saw what could be done by those brothers it seemed like almost any thing in the game was possible.
Fujitake/Disney- Really good all around guy. From whoring Xepher Challenge when it first came out to be the first to do it, to getting sick MA on single and double songs.
K.K.-A great inspiration to anyone who plays 1x or no bar. Its not that he plays 1x no bar, its the fact he's better than most when he does.
S2.- He probably has the most MFC's on Single Expert and Challenge. No clue how much he needs to play to do it, but the results speak for themselves.
Brosoni- Great guy, funny and energetic and one of the best at hard songs in DDR. He may not be the best MA player (though he does have a few great ones) he more than makes up for his beasting on the hard songs.
RIN-GO!- Just like brosoni, if your looking for the hardest, he's your man. Not the best at easy songs but that should be the case since he doesnt play them. I still will never forget the first time I met him and he played his first set, after taking a nap mind you, and went straight to picking 15's-18's. He said that's his warm up.
TakaASK- I don;t think there's an argument to be made that he isn't the best are hard doubles songs. I havent seen his MA for easy songs but who needs that when your beasting the hardest ones.
513- Probably your best bet for all around on single. Anywhere from MFC's to insane low perfect counts on many songs from 7-13, to insane high scores on the hardest 16's-18's.
Like I said, I probably forgot some but this is what came to my mind when thinking about this topic. Again, it's hard to say when you consider what categories your putting that person in. I am unaware of a current player who can beast every aspect in DDR.

They were authentic. I met them and also played on their machines. I went there on 2009 and Onio did maxX unlimited 2 greats w/o the bar. He also AAA'ed a bunch of 9s and hard 8s. Yes, they are definitely among the best players.
