That just looks like ITG2 to me.

ITG2 has the songs on the left and banners on the right, with the songs curved not straight. It's also red.I don't know what theme this is, but it's definitely not ITG2.

It's a H4xer theme, I think it's called Shadow. You could find it on stepmaniathings.com but I don't know if it's still up.
