I know I’m a bit late to reply to this...
Specific9 works by not redirecting every note direction to the same LUA files/image files then rotating them. Instead, I made each act individually through NoteSkin.lua. Inside most of the LUA files, there are sprite calls where one direction and a note type branch out to an image differently compared to other directions of the same note type.
For example, if a non-default colored mine were only placed on left, the file Left Tap Mine.lua (the query for left is present after NoteSkin.lua parses individual directions) redirects to the changed image left mine 1x1.png, and thus, only the left mine would be visually changed.
