That simulator is fine, but be aware that it is a simulation of the first PSP game and is nothing like the current Project Diva games. Also, it uses standalone arrow (not arrow+button, just arrow) notes, and you can't use both the arrow and the button to hit notes like you can from Project Diva 2nd on.
Another simulator (which I personally use) is Project Project Dxxx, located at http://projectdxxx.me/
The only drawback of that version is that it is less accessible and you need to download the movie separately from the song (all they give you to download the movies is a YouTube / niconico link, so be prepared to be using KeepVid or something a lot).
Just be aware that the simulator I linked is meant to be a simulator of the arcade version, which has some different mechanics (double notes, no holds with tails but rather arcade-style hold notes, some songs have swipe notes like Future Tone). If you don't want that, the simulator you linked is fine. Also, one more thing: Project Project Dxxx allows anybody to create a chart for a song, which means that not only are there many more songs than PPD HD, but also anybody can chart any song, so there is a much wider range of songs than in PPD HD.
