I remember seeing this Korean one but can't find it. I'm trying to get one for iidx/bms so I need one with the least amount of lag

If you're trying to play BMS, you shouldn't use a USB adapter. They have inherently high latency afaik.
I know there's some aftermarket board you can install in a KOC that adds a native USB connection to a IIDX controller, though I'm not sure where to get it.

If you have a custom made controller or don't mind customizing your existing controller, I wonder if replacing the PCB with a PS360+ or Toodles Cthulhu would be better alternatives.

I use the 3-in-1 Joy box on Win7 32-bit and it works fine. I'm using a dance pad however, but I've never noticed any lag.

Finding a good PS2-USB converter is a lot harder than it was 10 years ago, since the general population uses wireless controllers they already have, and all they need is a reciever for them.
If you're able to find it, the Super Joy Box 5 Pro is a fantastic converter, as it lets you play DDR or IIDX without any noticeable lag.
