Limiting length of turntable input in LR2 when using converter

I just got a JKOC and a Sanwa adapter, overclocked to 1000 Hz and it's great. Except for one problem.

5.1.1.[a] is my best example. When I play it on a real arcade machine or PS2, I can keep hitting the scratch in the same direction. But on LR2 when I hit the scratch it's held for quite some time, so long that if I try to hit the turntable again it doesn't pick up the input. It's not just LR2 because when I go to the controller settings in the Device Manager, and I hit the turntable, the direction stays held for a long time as well. So I was wondering is there a utility which can limit the length of either a joystick or keyboard interval (so I can use joytokey as a workaround)

I thought the "minimum input interval" setting in LR2 would fix that but I guess not.
