I think the cover song was on the initial DDR 2013 release, and the other one was in the second big wave of licensed songs added some months later.

Makes perfect sense. Kyary is a very expensive artist to license. It's way cheaper to make a cover. So it's reasonable that they wouldn't license every Kyary song, but maybe only ones that draw in enough money to justify the cost.

Don't see any problems in the chart personally. There are some doublesteps, but that certainly doesn't make a chart bad. I don't find them to be used excessively or used in a ridiculous manner. You'll find lots of charts in 1st-5thMIX that use double steps in a similar way and at around the same BPM.

Agreed. I don't see any problems with doublesteps in general; in fact, I personally find charts without doublesteps to be more boring than those that do have them. In this case, there are plenty of footswitches, crossovers, and 3/4 turns here to make the chart interesting; some ghost-stepping can also be used to get rid of any doublesteps in the chart too.
