New Pad registers everything late in SM

Okay, so I got my new paid in the mail today, which is the same as my old one; a DDR Game "Energy" 4-in-1 soft mat. I plugged it in and mapped out the buttons and everything seemed to be working fine. Until I tried out a song in the editor and found out that every song (including official simfiles) register late. I even put the Judge back to 4 and I kept getting Greats and Goods when I should be getting Perfects and Marvelouses.

Haven't tried it on the PS2 yet, but there's a simple fix for CS versions; by adjusting the Timings in Options, which universally resyncs all the songs in the game. But I can't find anything like that in SM 3.9. Does SM 3.9 have any universal sync setting which will resync all of the songs in your library simultaneously? Because I am NOT going to resync every song one-by-one.

Even if I can't use this pad in SM, there's still a use for it on the PS2, as I have no working PS2 pad at the moment ,'til now.

Yes, cycle through F6 presses until you get GlobalSync. Then, play as if nothing's wrong and it'll adjust manually.

I figured out the solution. My new USB soundcard caused the delay, so I tried reverting back to mobo audio, and tried a song in the editor (on Judge 6.38), and i'm finally getting Marvelouses & Perfects!

Didn't think it would be a computer hardware related issue, so it's not the pad's fault.
