I posted this to take care of the off chance that somebody might know something I may not find, but for now I am going with my research that concludes that Mungyodance 3 has the record. It's a Stepmania based game that has a theme designed around the content so it counts as a dance game.

I dunno, I really don't count DLC for home consoles as part of the songlist, since it's added-on content and made after the game's songlist has been finalized. But then again, Rock Band is not a dance game.
On a guess, I'd say X2 AC. Or maybe even Pump NX or Fiesta (whichever has more old content, particularly Caution).

I personally don't get why MGD3 doesn't count if ITG does, but okay. They're both SM.
For "legitimate" games, X3 seems to be the winner right now. Fiesta EX only has about 300 normal songs.

The idea that non commercial games can't be real video games is regressive. Especially when you consider how much work went into Mungyodance 3.

It is only recognized by about 3 to 5k people while DDR, PIU, MGD3 is just a SM theme with songs that anyone can put into it, would i consider it an indie game? Technically not seeing that it's only a SM theme pack, Stepmania is surely an indie game but not something that's a theme for the game, that would just be additional content for the game. Oh hey! We were having discussions about DLC content and how it technically doesn't count in terms of the game's in-game songs since they are ADDITIONAL CONTENT to a game that was already put out as is, so i still go under my backing that DDR still has the higher songlist than any other Dance game out there.
APPEND: If i offend any simfile makers or stepmania theme makers, i am sorry, but basing a record for a game that is not recognized as an official game in itself when in reality the "game" is just really a stepmania theme pack is just bogus to me. Stepmania would be a much more reasonable answer but MGD3? Come on...

Just didn't want you giving ITG more credit than it deserves. At this point most ITG fans essentially just play custom simfiles exclusively, so I don't know that you could even call them ITG players.

Why do we count ITG in this discussion? Because it was released not only as a PC game, but also as an arcade game and a PS2 game. And these releases run on a modified stepmania engine (adds support for mines, drops support for .mp3 and .dwi files, IIRC). These are the reasons I consider ITG to be included in this discussion. The same also applies for Pump Pro, which used a modified SM4 engine.
I don't consider r21 and hacked songs as part of the songlist.
Why is MGD 3 not counted? It's a theme+simfile pack and you need to get Stepmania separately to run it.
APPEND: For some people's sake, I am not counting MGD's not being a commercial game as a factor.

ITG doesn't need to be included simply for the fact that it doesn't have the most songs in a dance game. Just because they added custom song support doesn't make its songlist infinity.

Do we really have to explain why a fan-made re-skin of someone else's game shouldn't be considered as legitimate game?
If I called up the ESRB in the morning and told them that my Connect simfile had 10,000 downloads and should be listed in the weekly sales chart as having more downloads than Call Of Duty, do you think they'd consider it a legitimate game? If I threw it and some other simfiles into a zip file, packaged it with Stepmania and drew some characters from Disneys Robin Hood on the title screen, do you think they'd consider that an indie game?

What? Mungyodance 3 uses modified Stepmania, and it's content is encrypted. I have the Mungyodance Stepmania gameplay packages, but I have never seen it's theme separately.
