Ah I'm still using Stepmania 3.9, either way the data should still be the same. So yeah, offsets are unneeded for files downloaded on this site (as of the next version I release), but some people may still need to offset incase one of the files doesn't sync up correctly.
Of course, all of this needs to be tested lol.

How to put sm.file on http://ddredit.konamionline.com/ddrse/library_manager/save.php ?
Must i put the Rar file that contained all files (including the dwi and MP3) or just the sm file ?
Because i still stuck .

I think your misunderstanding what this program does. IF Simphony never existed you would have to:
1. Create edit data using http://ddredit.konamionline.com/ddrse/edit/index.php. In normal circumstances when this edit data has been created by the web editor the result is a *.DAT file.
2. When you have multiple *.DAT (Song edits) files created by http://ddredit.konamionline.com/ddrse/edit/index.php you can compile them using http://ddredit.konamionline.com/ddrse/library_manager/index.php to create a single *.DAT that contains all your edits, Which is also a *.DAT file. This *.DAT file is then placed onto a USB stick as instructed on http://ddredit.konamionline.com/ddrse/output/output.html.
Only then would DDRX or DDRX2 NA or EU machines accept the edit data and allow you to play these steps.
Now THIS program allows you to convert Stepmania edits (Or original steps) created with Stepmania (*.sm files) to *.DAT files that would be compatible with 2. as above. Allowing you to create edits for compatible songs within Stepmania without the hassle of webediting on konami's site which is a pain in the arse.
Hopefully this has made it clearer.

But more importantly, you can create edits using this method for songs that the online editor does not support.
I am currently working on a Library Manager that makes it so that you do not even have to follow step #2.

Just like to say a thank you to Diaz and all those behind the creation of this program, its just a pity that konami didnt make a better editor, or allow conversion in the first place. Makes life so much easier now. With the added bonus of all the restricted songs uneditable before.

APPEND: I'm not sure about other files, but I can confirm that all X2 AC files starts 1 measure late than official data.
Wait, how does offset works? I'm confused about the sign convention. Does +5 means that the SM file is shifted 5 measures down? (i.e inserting 5 measures)

ok so only official songs with edited charts that was edited in SM can be used on a official machine. Dang it would have been nice that i could play some of my simfiles (the non DDR songs) on there.

A + offset basically says "skips this many measures before you read the first beat". A - offset means "Add this many blank measures before you read the first beat."

I just tested this, and my edit got delayed by 1 measure, which I think is caused by DDR having the 1st measure uneditable. So for official X2 files here in ZIv, we have to set +2 offset.

Silverhawke: Actually the latest version I have right now compensates for the 1 measure delay. It's more of a delay of how the editor parses the data. Would you mine trying this again with the new version?

No it didn't delay the 1 measure automatically before until I discovered that the 1 measure delay was consistent for all the files found on ZIV. So I just automatically adjust the 1 measure now

- so far so good. If you can please put in difficulty selector, I kinda dislike my edits appearing as BASIC charts. They are always harder than EXPERT charts, so I tend to mark them as CHALLENGE.
- I spotted a bug (is it?). In the file I had a freeze-jump ending at the same beat but when I played it, they differ by 1/16 beat. But there's another freeze-jump at the very end but they end simultaneously.
- minor thing: you misspelled "Inspect" as "Inpsect". What does this do anyway?
- Try to make it notify us when it finished. Save as dialogue always shows up behind without any notification

-Ah, I wasn't aware that the difficulty selector did anything. I'll add in the option for this.

-Inspect is a debugging tool I use to inspect what the data is being translated to before it's sent to the online editor

APPEND: btw it's possible to have a tap during two freezes. Heck, maybe it's possible to have four freezes simultaneously (however they can't begin at the same time)

Yeah 4 arrows at a time indicates the start of 12th note data. If anyone can figure out how shock arrows are stored I could probably work this in being converted

Weird stuff: when I used this at my home SimPhony worked fine, but when I used a wireless connection it hung and stopped working/responding several seconds after I clicked "Generate .DAT", which I think was due to inability to connect to the internet. Huh?

I'm testing it right now on the computer. Looks pretty good Daiz.
I noticed a little bug with freezes. If i have 2 freezes one ends a 16th note earlier.
I'm trying random stuff and load then into the web editor to see what's happening. I could generate hands without problem if it's 3 arrows at a time.
I made more tests about freezes :
- only one freeze end at the right spot if every freezes ends a the same time. The freeze that ends at the right spot is the "last one" (understand : read from left to right. You have left-down-up-right).
If you have a left-down-up, all freeze, all same lenght. The up will end at the right spot but left-down will end early from 16th.
Changing the starting point of the freeze doesn't seems to change this at all.
If it's not clear enough, i'll make screenshoot and ms paint some of this.
Quad arrows doesn't work unless the arrows doesn't apears at the same time.
I mean, a quad doesn't work but you can have a long right freeze and 8th note after a left+down+up, it'll work.
I have other stuff to test now.
