Pretty hard to decide this, but Resort Anthem edges out just because of the quality soundtrack.

As much as people sperg over EMP+PB, I rate DJ TROOPERS much better. It introduced new features like black anothers and extreme view, and the songs and game overall were much better quality. EMP+PB was just "LOL HOW MANY SONGS CAN WE FIT IN A GAME". Cunts.
