Luv to me (Disco mix) was one of the first 9 footer single charts, but so was gentle stress, GRADIUSIC CYBER, ska a go go, and ska a go go (Another). PARANOiA's EDP chart was the first 9 footer chart.

Not really sure what you mean by this, but those slowdowns have naturally been a part of the song ever since it was introduced in beatmania 2ndMIX.

Most of 20,November's Single Expert chart is based on the patterns in its original 5KEY chart.

Putting a fun fact on that, PARANOiA's EDP chart has the lowest rating ever given to a 9-footer on the previous scale, an 11 on the X-scale.

Also, the difficult chart was rated higher on the X-scale.

Not quite true, Paranoia -KCET Clean Mix- EDP was also a 9-footer on the previous scale, and that is a 10 on the X-Scale. I am inclined to agree more with the X-Scale judgement of it.

None of the songs from DDRMAX AC had foot ratings. IIRC, neither does DDRMAX JP CS.
Although, I think we can all agree that FLASH IN THE NIGHT would've been a 9.

It's not fake. There are archived pages of the DDR PC website on Wayback Machine. One of these pages include listings for downloadable characters. Among them are Mr Spanky and Betty ;(

Paranoia KCET was rated 8 at first, then re-rated into a 9, which it doesn't quite deserve unlike Drop Out and End of the Century. Then it's an 11 on X-scale, making it easier than Paranoia Max Dirty Mix (12 on X-scale).
