I just looked through the chart on Stepmania and there were no BPM changes. It just runs at 170.
I just played DOESN'T REALLY MATTER and even though the BPM is displayed as 99, there's actually a little shift in the BPM a little after the beginning.

Tsugaru slows down at the end if anyone didnt mention that, & I maybe wrong on this, but when I played Tsugaru on SuperNOVA, the character was in a frozen position, which probably means the BPM is 0 at the beginning

That is correct. I was dumbfounded by it when I played it on a SuperNOVA machine. (I wonder how my edit will work out if it stays like that)

On Extreme 2 CS, Dive is something really fast at the beginning. You can see the character jerk around fast for just a moment.
